Do not force users to build configure library to access documentation.

Recall that while a ./configure is required to get setup, a user can get straight to the docs with a “make docs” assuming they have doxygen, etc. Perhaps the spirit here might be to post a copy of said documentation directly with each future release.

Yeah we should put up the doxygen on masa.github.io
