On review requests

With @PieKing1215 having joined now, let's get into the habit of requesting review from the entire @mapeditor/rust team.

But also, I think we can assume that every non-draft pull request is essentially pending review (especially due to requiring a review before merging), so we usually don't need to spam each other with review requests. Hence I would propose we request review either to indicate urgency or as a reminder.
