transifex: Enable glossary #2314

I added the glossary to french and made you a coordinator of the french resource. |
@mvexel I've added a couple test glossaries to the overall project but haven't been able to associate with language projects. In fact the "project" terminology is confusing me. Perhaps you could take a look? The options don't seem to correlate with what's set up in maproulette3 |
I see this was closed, I tried to add glossaries but I don't think we have the permissions on the docs transifex account to do so. If we want to do this we may have to move things to the osmlab account. I don't know if this is possible. Could you keep a glossary on a separate page somewhere (perhaps the OSM wiki) and point to that for translators to use instead? |

I started to contribute to transifex translations (as advised on https://learn.maproulette.org/en-us/documentation/translate-docs/) but the glossary is not enabled:

I would like the administrator to create a glossary.

Not creating a glossary: translators will have to read other items to guess the glossary.
