We end up with awful things like this (https://twitter.com/DavidLammy/status/935229445857857537):

[ DavidLammy — Parliament instructed Government to hand over unredacted reports in full. I heard the Minister @SteveBakerHW say: "there has been no suggestion of redaction" from the Government front bench. https://twitter.com/bbclaurak/status/935198376... ]

It should try to fit the whole URL in, or failing that, elide it entirely.
