Run the project with few commands

Add a command to create database and migrate to allow everyone to run the project quickly.

Docker might solve this problem easily.
It will be great if we do a one step command in docker to make the boilerplate more friendly.

I will do a pull request for docker once I finish reading the sections to contribute and go through the coding standards
