API bulk : enable month by month update of a file #159

Some users need to submit a CSV file and to have the update of the last month only (or a selected time range).

lastSeenAlive could be used for the "last month", configure by the user.

the need would be to have some parameter for a column meaning the match has already been done in the past (to skip previous matches).
