Badge / Card

From the announcement at #5642, it's clear that new components won't be accepted until this repository comes out of maintenance mode. But what about components in the lab folder? If someone were to finish them or get them to a usable state, would they be accepted? As far as I can see, the badge and cards are the most polished components out of all of them (and for example, cards are already working nicely I think. Since, from my point of view, they are just divs with backgrounds), but I also don't know what the team had planned with them or how they should work.
