Add basic analytics data collection into Mathesar

Problem

We would like to improve visibility into:

• How many people are using Mathesar
• How many Mathesar installations exist
• What scales typical Mathesar users are operating at.

Further, we'd like to offer users an opportunity to engage with us when they install Mathesar.

Proposed solution

Add extremely basic data collection and transmission into Mathesar.

Additional context

• No personally identifiable information will be collected
• Data collection must be completely optional. It must be possible to opt-in or opt-out at any time.
• Users must be able to directly see example (and indeed real) reports that would be sent.
• Data collection must be minimal, subject to the goals above.
