Feature request: dropdown menu to handle overflow tabs

Is your feature request related to a problem? Please describe.
Currently if there are too many tabs in a Panel such that the Tabs overflow, a horizontal scrollbar appears which makes it hard to read the Tab labels:

Describe the solution you'd like
Ideally, an overflow menu would appear that can be clicked to select hidden tabs, like in Golden-Layout or Flex Layout

Describe alternatives you've considered

• Not ideal: the existing solution could potentially work with a stylized and minimal scrollbar.
• The tablist could grow to be multi-line
