Some M->I messages in #libera-matrix were dropped because of a disconnected puppet #1684

Probably because a puppet was disconnected for an unknown reason (following a netsplit, so possibly the bridge being overloaded) and connecting it wasn't prioritized.

Matrix side (seen from matrix.org):

but on the IRC side, we only see big[M]outhCommie's messages (interleaved with other puppets reconnecting)

ftr, on OFTC, it seems to happen after each netsplit for at least some users, and it takes often hours, sometime days, for affected users to recover (but not all users are affected). Using !reconnect doesn't seem to fix the issue, and issuing commands such as !whois then yields unsafeClient not ready yet
