Is there a compatible matrix client that can use waterfall at present?
Or is there a separate client that is used for testing?

Currently, the code lives at matrix-org/matrix-js-sdk#2423 and https://github.com/SimonBrandner/element-call/tree/sfu and is very much WIP, that is why it's now listed anywhere publically
