Bump upstream to v1.28.5

There is a new v1.28.5 release on https://github.com/teslamate-org/teslamate/releases
I think this addon should be bumped to that version.
In previous PRs you mentioned that this is somehow automated using Github Actions?! If i could help by providing a PR just let me know.

I see that @Neo2SHYAlien attempted to update this to the new release, but the action failed 3 weeks ago with no sign of a re-attempt.

Is there a way for the enduser to apply the update themselves?

FYI, this PR #130 fixes the docker image construction problem with version 1.28.5.
