feat: run pre-validation on receiving a new transaction

Although not strictly necessary it would be nice to run pre-validation on pending transactions before adding them to mempool. Specifically checking nonce, sender balance, gas limits etc -- essentially what can be checked easily in constant time. This would improve DevEx and match core's behavior.
