instance template base returns 404

Tried deploying a rolling update to my instance group with this action and I get this error:
get instance template base 'riffit-portal-staging/rvc-buble-template': googleapi: Error 404: The resource 'projects/riffit-portal-staging/global/instanceTemplates/rvc-buble-template' was not found, notFound

I specified a region but I don't know why the action is looking for it inside of global namespace.
