allow for starting a run at any point in time using the historical data on the input graph

We should include the full case/mobility/etc history on the input graph and be able to start the run an a arbitrary date (we currently assume the start on the last day of the input graph). This will enable #11 to only need one input graph and will allow for validation runs of new parameter sets over the full history.
