update (Turkish UI) and enable it every where if the fajr x minutes from shuruk have been set

we have a added speical version for the Turkish mosque and called it Turkish UI, this have been only enable if the mosque is in turkey.

now we need to extend this feature and make it available every where in the World, I have some request from Germany and we need to make it accessible for every one, after that the mobile UI needs to be enabled also not only for the mosque in Turkey, Widget need to be modified to show the shuruk time
