Why not allow lowest layer to be resistance with prescribed head below?
A top resistance layer allows coupling the top (phreatic) aquifer to local surface water in a more or less abstract way by considering the top resistance layer as a drainage resistance. This is very useful. The same principle but at the bottom of the multi-aquifer system is also useful, because it allows abstract coupling of the aquifer system to the wider surroundings in kilometer scale (felt by the lower regional aquifer), surpassing the smaller scale of local drainage features (felt by the more local (phreatic) top aquifer. Both options, the existing top aquitard and the not yet existing bottom aquitard allow tweaking the general behavior and heads of the aquifer system around the area of interest. Only with the area of interest analytic elements have to be used, not around it just to set heads at larger distances, which is often as arbitrary inside lower aquifers than the general option suggested.
