Setting for Pinned Tabs to force opening links in new tab

Description

I'm using pinned tabs mostly for hub/start/home pages for opening new tabs from there (e.g. YouTube) or single-page application (e.g. Telegram Web) and don't want to accidentally leave the page and start browsing somewhere else.
For start pages this probably would need an option for opening any link in a new tab, and for single-page apps it could with the default settings, as most(?) would open external links in a new tab anyway, but an option for opening only external links in new tabs would probably be still useful.
As there doesn't seem to be any individual Pinned Tab settings, either a tab panel-wide setting would already be useful or it could be added to Site Configs with a check mark "Only If Pinned".
