Evidently DUT12 is not dead as I thought, windows was just having a temper tantrum. Got the problem resolved.

Upload works, no issues, indicates autoreset functional.

Unit powers on on 12V to engine, but no blinking LED? Program is running, LED is just despondant? LED resistor value was 400x larger than intended -- whoops. Replacing resistor, the LED blinks as expected. Drawing 0.06A, as is typical. SYS_POW shows 8.4V,0V sequence as expected.

Unit powers on with 7.4V supplied to battery. LED blinks as expected. 0.02A load.

On actual battery AND engine power, SYS_POW shows: 8.4V, 0, 8.4V, 8.0V as expected (with fully-charged battery).

Batteries are fully charged, evidently, so straight to the load test so we can discharge them.

Load test on engine: shows alternating 3A , as expected. Alternating 0, 8.2V on the load. About 0.2V drop, as expected.

Load test on battery: Showed now issues. Managed to discharge down to 6V.

Combined power source load test:

Battery started to puff up?? I may have over-discharged the battery. Yikes. Yep, whoops, 6V is too low. Did not mean to discharge them that low.

I briefly saw valid charge voltages. I am willing to give DUT12 a clean bill of health.
