Maybe a more broad wiki page on where and how to report issues, also if you do not have a particular idea of where it fits.

+1 for Wiki page, with instruction to send a mail to meeg-cfin mailing list if in doubt. Better that way than an obscure "sandbox"/"brevkasse" for orphan-requests. Admins can then direct to appropriate repo (if exists) and ask OP to create issue.
