Similar to delete, a new person can be added when on the policies interface.

Thank you for raising this bug, however, the user guide explicitly states that the user is able to perform actions that mutate either the client or policy lists even though they are navigating a different list. This was a design choice to make user actions more versatile and improve efficiency. Therefore we've chosen to reject this bug.
