Automate refreshing quality attributes

Following #1347 we will have a new quality attribute for each connector. This is based on several inputs that change over time like usage metrics. We should have automation that detects changes to these quality attributes.

Potential Solution

• Github action that runs the update-quality command from the hub_utils package and opens a PR with the changes
• We will likely manually override some of these so we need a mechanism to skip changing those attributes, or maybe include them in the PR comment to remind us of manual overrides to make sure theyre still accurate
