As a deployer, I want to provide custom shell scripts that are executed on shutdown.

BIG-IP VE doesn't support standard shutdown shell scripts as provided by GCE metadata. This FR will remain open while feasibility of systemd hooks are explored across all supported BIG-IP versions.
