HTTP200 when deleting a non-existing template

Situation

When deleting a template which does not exist, the api returns HTTP 200.

> sechub-api template_delete non-existing-template
...
HTTP/1.1 200

Wanted

HTTP 404 along with an explainig JSON message. E.g.:
