How can I host my own wraps on my own repo without writing yet another annoying package manager

Is it possible to do something like this? Doesn't have to be exact, should be a way to fetch a custom upstream wrap file. Secondly I don't want to waste time trying to figure out why package manager X is spinning wheels when it can be as simple as using the same tool.

meson wrap install --type git --source https://fossil-lib.github.io.git --subproject-dir upstream/package-name
