Docker Native packaging fails on Windows

@cprashantgupta I am going to need help for resolving this issue, since I don't have a Windows machine to test with. I tried with Windows in a VM, but since I have an Apple Silicon Mac, there are many things that will not work (Docker, GraalVM, etc).

The help I need is to actually fix the issue. I can't try a fix if I can't test it locally

ah sure, can you guide through what all is needed from my side ? I can then go and try see how it goes. Basically my understanding is I need micronaut docker file locally and then build using that and fix issue in it ?
