When runtime create the Topic is it when Agent register to the Runtime or when there is a Type Subscription by Agent? It will be great if you can share a example where this happens?

Runtime does not create topic instances; it registers a topic type to an agent type when add_subscription is called with a TypeSubscription. When a message arrives to a topic with the registered topic type, the runtime routes the message to all the subscribers of the topic type, creating new agent instances if necessary.
