Unexpected behaviour after resizing the window

Describe the bug

A crash event and the app close suddenly, for some reason this only happen if I try to resize the application using the Arrow Up before do something in tool.

Steps to reproduce the bug

I am developing an application for IT admins. it runs as an exe file and uses WinUI 3.

1. Open the exe Tool as admin
2. Use the Winkey(Windows Key) + Arrow Up to resize the application

Expected behavior

The Tool resize successfully
