Describe the bug

Can't set 'Translation' in ScrollView in XAML because of:
The XAML Binary Format (XBF) generator reported syntax error '0x09C4' : Property Not Found

Steps to reproduce the bug

<ScrollView
..
   Translation="0, 0, 32"
   VerticalScrollMode="Auto">
   <ScrollView.Shadow>
      <ThemeShadow />
</ScrollView.Shadow>
..

Additional context

But it is possible to set with HotReload and from winrt/c++.
