When rebuilding a dev container with dirty changes ask the user if they want to sync with the remote #10539

#6454 works great to pull changes from the remote when the local dev container has not pending changes. It could be valuable to take this feature a bit further, checking the remote even if the user's local is dirty? In cases where the dev container config has changed on the remote, pulling those changes would make a rebuild more meaningful.
