Consider including editorStateInformation in window.title by default for screen reader users #239880

cc @jooyoungseo and @rperez030, I've introduced a new window title variable that indicates important information that is available visually and in the tooltip for the editor tabs.

For example, it says "Modified", "Copilot Edits Pending" , etc. We should think about appending this to the end of the window.title by default for screen reader users.
