`symbol-*` icons contributed to toolbars by extensions unexpectedly display colored

I think @jrieken's fix for #169690 should have excluded coloring the codicons when used in monaco-action-bar elements, or maybe even in monaco-toolbar ones.

Repro:

1. Clone https://github.com/gjsjohnmurray/vscode-extension-samples/tree/show-267766
2. Open the virtual-document-sample folder
3. npm i in a terminal
4. Run
5. From Command Palette run the cowsay command
6. Enter something to say, e.g moo
7. Observe the colored button on the editor toolbar
