`windows-bindgen` does not generate valid bindings for an empty union

This is easy to fix but not easy to test so I'll think about how to handle this.

This resulted from some internal metadata generated from forward declarations so strictly speaking this was not valid although C++ compilers are happy to accept empty unions just like empty structs. 🤷
