Governance on the catalogue - what's the strategy?

• Governance seems a separate issue to discovering metadata
• We have 2+ user bases, people who want to discover data, and people who are more governance focused.
• DIP want to have a governance framework, and they want to use the catalogue for it.
• Do we need to rethink the architecture of how we manage governance within the app? For example, we take all governance into a separate database (and completely out of eg CaDeT) which relates responsible parties to catalogue entries.
