Publishing draft ocw-www includes unpublished courses in "New Courses" --> fails to publish

Steps to Reproduce

1. Ensure that there is a new-ish course in OCW studio that has never been published to staging (i.e., draft). Currently, cpg-test-course.
2. Publish ocw-www to staging

Expected Behavior

The site should publish; the homepage's list of new courses should not include unpublished courses.

Actual Behavior

The site fails to publish.

Other notes

• The new courses list is fetched from http://ocw-studio-rc.odl.mit.edu/api/websites/?limit=12&type=ocw-course-v2 ... that API returns different results if you are logged in vs not logged in, which is maybe also something that we want to change.
