Description/Context

Recently the mit-open API has been moved to its own domain. The OPEN_CATALOG_URLS value needs to be updated to reflect this change, otherwise publishing is blocked.

Plan/Design

Update the OPEN_CATALOG_URLS value to https://discussions-rc.odl.mit.edu/api/v0/ocw_next_webhook/,https://api.mitopen-rc.odl.mit.edu/api/v1/ocw_next_webhook/ for RC and to https://open.mit.edu/api/v0/ocw_next_webhook/,https://api.mitopen.odl.mit.edu/api/v1/ocw_next_webhook/ for production.
