Description/Context

The new Sentry OpsGenie integration allows us to create better and more useful rules for paging the oncall around things like "page if more than 25 users see this exception".

We should have such rules for all our critical path products at least including MIT XPro, MITx Online and MIT Learn.

Plan/Design

Go go gadget click ops! The integration is configured through the web UI.

We also need to include the residential MITx Open edX applications in this alerting strategy, as well as bootcamps.
