Follow on work from new max instance lifetime for ASGs

This issue is a follow on from #2652

Description/Context

Now that we have a default max instance lifetime in our ASGs, carefully roll that new setting out to products that are plagued by stale credentials related downtime.

Plan/Design

• Roll new ASG parameter out for Concourse QA & Production
• Roll change into edx pipelines via CI initially and schedule for upcoming deployment with other changes

This is all set. I rolled it out to Concourse for 24 hour instance refresh yesterday and today I validated that the ASGs for all environments were in fact refreshing every 24 hours and removed the instance-refresh-concourse pipeline as it's no longer necessary.

This change will now roll into the various edx releases as they are naturally rolled out.
