Implement new controls
Create test environment for Windows Server 2019 hosted on AWS

To do:

New revision released in November, apply delta again
Controls related to domain-joined systems and enterprise-like environments are difficult to find a way to test

? Delta currently does not allow GitHub to properly diff changes when files are renamed (treats renamed files as new files). Difficult to assess revision changes.
PR containing file renamings from Emily. Was this done using Delta?
