Isnt used

The actual packages step uses TOOLSDIR/packages ?

ok that not correct, it looks like the PACKAGESDIR functionality was removed although it remains as an unused variable and is documented in https://github.com/mmatuska/mfsbsd/blob/master/BUILD.md
