Alternative docs opener

Since ahk docs now have cloudflare protection, docs now need to be opened in the browser, this has now been set up.
While creating that fix, I had the idea to use local docs, which would allow for checking the exact page while even offline
Unfortunately, chm files don't support url params from command line (it is treated as part of the path), it didn't work
Posting this here to potentially be investigated later
