Story Title

As a Mojaloop FRM administrator, I want to withdraw a deployed rule from production, so that the rule is no longer used to evaluate transactions for fraud risk and/or so that the rule can be updated to improve its efficacy or fix an error and/or so that the rule can be retired

Acceptance criteria

  1. Given (context) and (more context) when (event) then (outcome) and (another outcome)...
