Story Title

As a Mojaloop FRM rules developer, I want to clone an existing rule to create a new rule based on the original rule, so that I can easily create similar rules without developing each rule from scratch

Acceptance criteria

  1. Given (context) and (more context) when (event) then (outcome) and (another outcome)...
