Building on DEM experience (outlier removal) and recommendations from Planet (poisson blending).

2 iterations of binary dilation are applied to masks when external masks are unavailable; this improves edge behavior by removing interpolation artifacts.

Still the zoom level problem is there... different elevation data at different zoom levels in florida, usa.... need to correct it urgently
