For now I've got these hard-coded in the cabal file. Figure out what it takes to set up something like pkgconfig.

pkgconfig is pretty easy to set up, so I've started using that for myself. It's still not a perfect solution though, because the hdf5 installation doesn't include a .pc file automatically so most users won't have one.

Does cabal's backtracking dependency-resolution system backtrack on an unsatisfied pkgconfig dependency?
