Management of dependencies based on the category of operators/services.

Should we have a JSON schema in order to have a common format for the specification of the dependencies. This way we could use this for MONARC and as well for the incident notification tool. Generally not the same users will use MONARC and the other tool. Having a common file could be useful.

For the recap an OES is generally associated to a MONARC client with a specific model (from a back office).
