I'm not able to install the plugin using php 8.3 and Sylius 1.13.0.

The last version https://github.com/monsieurbiz/SyliusMenuPlugin/releases/tag/v1.4.0 might solve your issue

I confirm, this is working fine with Php 8.3 and Sylius 1.13.7
