Clicking on an app icon and then returning to the Dashboard breaks highlighting #244

Steps to reproduce:

  1. Login to dashboard
  2. Click any app icon. Observe that it turns orange-border momentarily.
  3. Close the newly-opened tab for the app, returning to the still-highlighted app icon.
  4. Mouseover on and then off of the app icon.

When the mouse departs the still-clicked orange-border app icon, it clears the orange border but also resets the description to underlined (when it's clearly intended not to be underlined).

We just deployed new CSS that no longer underlines.

Though the border of the tile does still stay orange for the last app CTRL+Clicked.
