Document uses of lists containing the Disconnect category

The Disconnect category is not used anymore since mozilla-services/shavar-prod-lists#110 and support for it will be removed in #121. However, there are still at least three repositories with outdated lists that contain it:

• https://github.com/mozilla-services/shavar-staging-lists
• https://github.com/mozilla-services/shavar-test-lists
• https://github.com/mozilla-services/shavar-experiments

This issue is about documenting uses of/references to these lists and their respective repositories and deciding whether they are worth updating.

References found so far:

• shavar-list-creation-config/prod.ini uses the entity list from shavar-staging-lists
• shavar-list-creation-config/stage.ini uses the entity list from shavar-test-lists and the entity list from shavar-staging-lists
• Some references to the shavar-experiments lists were recently removed in Remove references to Disconnect category and fastblock lists shavar-list-creation-config#60 and some will be removed in Remove references to Disconnect category and disconnect_mapping.json #121

As per conversation in the Shavar updates meeting

• https://github.com/mozilla-services/shavar-staging-lists
  can be removed as it is no longer maintained/used
• https://github.com/mozilla-services/shavar-test-lists
  should stay as it seem to be used for QA testing
• https://github.com/mozilla-services/shavar-experiments
  should stay as we may use it for other experiments
