[Task]: Update naming related to the blocklist and Remote Settings

Description

Let's rename a few things around the blocklist since the current naming is slightly off and confusing.

For instance, one of the tasks is named "upload MLBF" and we derived button texts from it. That isn't great because this makes little to no sense. First, we don't just upload MLBF, in most cases, we even don't. MLBF is a data structure that we only use when we regenerate an entire filter for a block type. That's just an example, though this is what prompted me to file this issue.

It'd be good to be more intentional about what we are doing with/for the blocklist. For example, these buttons are about sync'ing the blocklist state with Remote Settings. This implies uploading new stuff (attachments and records), and deleting old stuff as well, sometimes.
